Review of Payments System Regulation Summary of Submissions to the Review of Payments System Regulation Issues Paper

1. Introduction

The RBA received written submissions from 75 stakeholders to its Issues Paper on the Review of Payments System Regulation, released on 25 June 2026. The RBA published 56 of these submissions on its website in August, with the remaining submissions provided to the RBA on a confidential basis; some stakeholders provided a confidential submission as well as a public submission.

Submissions came from a broad range of stakeholders including consumers, small businesses, large corporations and government entities. Payments industry stakeholders included payment systems (such as card and account-to-account payments networks), payment service providers (such as authorised deposit-taking institutions, fintechs, other issuers and acquirers and payment gateways), wallet providers and providers of integrated platform services. The submissions expressed views on the payments policy issues that the RBA should prioritise for further consideration as part of the Review.

This document provides a summary of the submissions and additional information received to date (where that information is not confidential).

The RBA will draw on submissions, together with other information and analysis, in considering which issues to prioritise under its legislative mandate. This includes controlling risk in the financial system, promoting the efficiency of the payments system, and promoting competition in the market for payment services consistent with the overall stability of the financial system. The RBA intends to publish a list of regulatory priorities by the end of 2026 and commence further consultation on prioritised issues from mid-2027.
