Review of Payments System Regulation Summary of Submissions to the Review of Payments System Regulation Issues Paper

The RBA is assessing which issues to prioritise in the Review of Payments System Regulation under its legislative mandate to control risk in the financial system, promote the efficiency of the payments system, and promote competition in the market for payment services consistent with the overall stability of the financial system.

The RBA published an Issues Paper on 25 June 2026 which sought stakeholder views and evidence on a range of payments policy issues. During the consultation period, the RBA received 75 written submissions. This document provides a summary of the submissions and additional information received to date (where that information is not confidential).

The RBA will consider submissions, together with other information and analysis, in determining which issues to prioritise under its legislative mandate. The RBA intends to publish a list of regulatory priorities by the end of 2026 and commence further consultation on prioritised issues from mid-2027.
