Retail Payments Regulatory Reviews

The Payments System Board sets the RBA’s payments system policy with a mandate to promote the safety, efficiency and competitiveness of the payments system in a manner consistent with overall financial stability.

The RBA regularly reviews its payments system regulation to ensure it remains fit for purpose as the payments landscape evolves.

Review of Payments System Regulation

JUNE 2026

The RBA started a Review of Payments System Regulation (Review) in June 2026 with the release of an Issues Paper to seek stakeholder views on which issues should be prioritised for further consultation.

Merchant Card Payment Costs and Surcharging

MARCH 2026

In March 2026, the RBA concluded a Review of the card payments system and how it serves Australian consumers and businesses. The Review examined merchant card payment costs and surcharging rules.
