Submissions on Review of Card Payments Regulation

On 4 March 2015, the Reserve Bank released an Issues Paper to commence a review of the regulatory framework for card payments. The review follows a recommendation in the Final Report of the Financial System Inquiry that the Payments System Board consider a range of measures related to card payments regulation, particularly in relation to interchange fees and surcharging. The Issues Paper, Review of Card Payments Regulation, sought industry and stakeholder views on the regulation of card payments and possible options to improve its effectiveness.

The Bank has also received around 200 emails from individuals regarding surcharging, in most cases focused on the practices of airlines.
